At a minimum, there should be a web api for retrieving summary information from each payroll run.

Providing more complete APIs would doubtless bring more integration partners out of the woodword since they could develop something on their own without any preliminary negotiation.

Web APIs are a sign of any mature online service offering. And such API access should not be an extra charge item, of course!
